Galway City and County Councils are massively behind their housing targets set for this year.
Between them, they've delivered less than 160 units so far - compared to a target of more than 600.
Galway City Council is the better performer in these newly released figures for Q3 from the Department of Housing.
It delivered 84 homes by the end of September, compared to a target of 241 - that works out at 35 percent.
Meanwhile, Galway County Council had delivered 72 new homes against a target of 385 - that's a much lower delivery rate, at just 19 percent.
Rather than direct builds, both local authorities leaned heavily on acquiring turnkey properties, statutory social homes in new developments, and approved housing bodies.
And while both fell far below targets, many others nationwide fared even worse.
Leitrim and Longford County Councils built no homes at all - while Carlow reached just 2 percent of its target.
The highest performance was recorded in Laois, where the local authority actually exceeded targets at 92 new homes - or 105 percent.
Other areas of high delivery include Meath at 100 percent, Wexford at 98 percent and Offaly at 84 percent.
