An Coimisiún Pleanála has given final refusal for apartment blocks and houses in Rahoon.
The project led by Diagnostic Medical Imaging International Limited would have seen the demolition of two existing homes at a site off Kingston Road.
The site would have been cleared to make way for 74 units, in a mix of apartments, penthouses and houses.
These plans were first refused by city planners in 2021, and then later refused by An Bord Pleanala on appeal.
But that decision was quashed by court order, and An Bord Pleanala undertook a completely fresh assessment in 2023.
In its latest judgement, the higher planning authority has once again refused permission.
They held the project falls short of development standards, including the scheme being dominated by car-parking to the detriment of public open spaces.
