Final refusal has been given for plans to transform long-vacant units in Portumna into apartments.
The plans led by Sharpdale Limited related to a development at Dominic Road that's mostly idle, with one unit occupied by a takeaway.
Under the plans, three commercial units would be changed into apartments, while an adjacant shell core block would be transformed into 9 apartments.
County planners approved the plans earlier this year, with a number of conditions.
There had been a number of local submissions, including one from Portumna Chamber of Commerce.
It argued the plan is incompatible with the zoning of the land, and while some level of apartments are suitable, there had to be a greater element of mixed use.
An appeal was taken to An Coimisiún Pleanála, which has now refused permission.
They held the residential design was substandard with regards open amenity space, and also raised considerable concerns around privacy and lack of sunlight.
