Leanne O'Rourke had planned for 2 offices and a cafe at Athenry Road, with 3 duplex apartments overhead.
The site is located to the rear of The Maltings housing estate and the Loughrea Shopping Centre.
There were a number of local submissions, arguing the location was unsuitable for such a development.
