Connemara Councillor Noel Thomas says it's crucial that local expertise forms part of national policy-making.
It comes after the Independent Ireland councillor attended a meeting of the Joint Committee on Fisheries and Maritime Affairs.
Stakeholders spoke on behalf of the sector, highlighting the realities facing coastal communities and marine operators.
Cllr Thomas, who is running in the upcoming by-election, says the representation shows how important it is to listen to local voicers when shaping policies directly impacting them.
He says there's huge potential in seaweed harvesting for jobs and sustainable development, but it has to be done with clear licensing, environmental protections and a fair local return.
